Friedrich Merz jets off to Kyiv accompanied by the UK's Keir Starmer, Poland's Donald Tusk, and France's Emmanuel Macron, bolstering Ukraine's defenses and putting the Kremlin on edge. It's a fresh start as Merz sets foot into his duties as Chancellor.

The Ukrainian people pin high hopes - if not sky-high expectations - on the new guy, although the emotional fervor in Ukrainian politics is nothing to sneeze at. Merz's assertions about long-awaited Taurus missiles have sent Kyiv into near-euphoria.

Nevertheless, Ukraine's relationship with the West is a rollercoaster. We've been aware since Trump's poorly-executed U-turn that we're on our own, even in the most unforgiving of circumstances. Merz's trip, so soon after his rocky ascension, sends a powerful message from the Ukrainian perspective.

Together, they'll lead a summit of the "Coalition of the Willing" alongside Volodymyr Zelenskyy. This event is a stark contrast to Scholz's tenure, characterized by wavering German-Ukrainian relations despite the hardships.

Trump's Hail Mary Pass and Mounting Pressure on the Kremlin

The geopolitical atmosphere surrounding Merz's first trip to Kyiv is complicated. Ever since Trump took office, he's been chasing a ceasefire in the Russia-Ukraine war, with little success. While Ukraine's been eager for a 30-day unconditional ceasefire for quite some time, Russia's demands for preconditions remain unacceptable. Yesterday, Kremlin spokesman Dmitry Peskov indicated that they're open to a ceasefire, but a mess of "complexities" still needs addressing. It's unclear how Ukraine would defend itself if Russia decides to break the ceasefire.

Meanwhile, the two previous attempts at a ceasefire - at Easter and around the so-called "Victory Day" on May 9th - have shown just how intricate the situation is. Though the number of long-range air strikes on Ukraine's hinterland has decreased in both cases, it's made little difference to the average Ukrainian, with intensified attacks at the beginning of the week. Ground battles and air strikes on frontline areas persist unabated.

A joint proposal by Ukraine, the "Coalition of the Willing," and the USA is now on the table: a complete, unconditional ceasefire starting May 12th, with American monitoring. Merz is said to have discussed this with Trump on the phone - both privately and from Kyiv. If Russia rejects the offer, new sanctions are threatened.

Strategic Ambiguity: Merz's Gamble

At the moment, the Kremlin faces a bit of a pickle. They initially enjoyed a near-perfect strategic advantage with Trump, but things have changed since Ukraine and the major Western states rallied behind a specific ceasefire proposal. This unity is a testament to Merz's readiness to take a firm stance against Russian aggression, although it's hard to imagine Russia will accept the offer without a "yes, but" response.

Sanctions that haven't been imposed yet could significantly impact Moscow. Almost all methods to deter Russia from its conquest plans in Ukraine rely on expanding military support for Ukraine, especially from the USA. Trump's intentions in this respect remain obscure. The scenario where Ukraine doesn't receive any further aid from the USA when the aid authorized by Congress under Biden runs out is a distinct possibility.

In this case, Germany and Chancellor Merz will play a crucial role. There's been a positive step from the Ukrainian perspective: "Under my leadership, conversations about weapons systems will be moved behind closed doors," emphasized Merz in Kyiv. Months of public debates about weapons systems haven't necessarily led to the "strategic ambiguity" needed in this type of war - giving Russia plenty of time to prepare for corresponding scenarios.

Taurus Missiles: Not a Game Changer

Undoubtedly, Ukraine needs the Taurus to more effectively target Russian military infrastructure on its own territory, but just a handful of Taurus missiles won't tip the scales.

In terms of artillery ammunition and armored vehicle production, that's the top priority. Discussions about individual weapons systems divert attention away from the brutal, day-to-day war of attrition.

The Ukrainians might appreciate one thing in particular: The personal connection between Merz and Selenskyj seems better than what we had with Scholz. Upon leaving the Mariinsky Palace in Kyiv, Merz assured his Ukrainian counterpart that he's always there for a call. Selenskyj is likely to take him up on that offer.
