The new maps cannot take effect without voter approval, as California's independent redistricting commission system is established by the state constitution.

The redistricting battle in Texas has national implications, with control of the U.S. House potentially at stake. If the Texas GOP's proposed congressional map is approved, it could net Republicans between three and five seats in next year's midterm elections. However, Texas Democrats have fled the state in protest of the proposed maps.

The current status of the process in California is that the California State Assembly Speaker Robert Rivas's team has confirmed that the state legislature aims to release draft maps on Friday. Governor Newsom has not disclosed his plans for getting the new maps approved, but he has previously stated he would consider trying to have maps on the ballot in a special election in November.

The political controversy and legal challenges surrounding the redistricting plan in California are significant. Republicans oppose it and are calling for investigations, while Democrats argue it's a necessary countermeasure to partisan gerrymandering efforts elsewhere. Governor Newsom sent a letter to President Trump on Monday, asking him to persuade Texas Governor Greg Abbott and other Republican governors to halt efforts to redraw congressional maps.

In a press conference planned for this week, Governor Newsom is set to hold a press conference with "powerful" Democrats, but details about attendees are not provided. If a quorum is not reached by Friday, Texas Governor Greg Abbott will adjourn the current session and call for a second special session to begin immediately.

If approved by California voters, the redistricting plan could significantly strengthen Democratic control in the U.S. House for the 2026 elections. It's a strategic move in response to the redistricting efforts led by Republicans in Texas, which threaten to tip the balance of power in the House of Representatives.
