In response to a meeting between Trump and Zelenskyy, Russia unleashes its most significant offensive operation of August against Ukraine.

The high-level talks in Washington between President Trump, Ukrainian President Volodymyr Zelenskyy, and European leaders have moved towards security guarantees for Ukraine as a key part of a potential roadmap to end Russia's full-scale invasion.

During the discussions, a model was proposed whereby Ukraine would not join NATO, but European nations like France, Germany, and the UK would lead by providing security support, potentially including "boots on the ground." The U.S. offered backing with intelligence, logistics, and air power, although Trump rejected deploying American troops directly on Ukraine's borders.

Zelenskyy expressed willingness to accept these guarantees, viewing them as legally binding and multidimensional—covering military, diplomatic, and legal dimensions. However, these guarantees remain a "work in progress" and somewhat provisional, described by some as "ersatz guarantees," meaning they are not yet fully concrete commitments but promises of enhanced cooperation.

Despite this progress, several obstacles remain in the path to peace.

Russia continues its military strikes on Ukraine, demonstrating an ongoing refusal to halt aggressive actions. Notably, Russia's Defense Ministry claimed its forces shot down 23 Ukrainian drones overnight into Tuesday morning, with debris from the attack reportedly falling in three locations. The impacts of 40 drones and four missiles were reported across 16 locations in Ukraine.

One of the most significant obstacles is Putin and Russian officials' avoidance of agreeing to a bilateral summit with Zelenskyy, despite calls from both Trump and Zelenskyy for such a meeting to move toward a negotiated settlement. The Kremlin has not explicitly confirmed Putin's readiness to attend a meeting.

Another challenge is securing legally binding and effective guarantees that can prevent future Russian aggression without integrating Ukraine into NATO, which Russia strongly opposes. European leaders are described as being somewhat reactive rather than proactive in the negotiations, indicating uncertainty about fully committing to security guarantees or military involvement on the ground.

Zelenskyy and his European partners continue to stress their desire for a full ceasefire before peace negotiations can take place. Trump, who had initially proposed a ceasefire, has dropped the idea after his meeting with Putin last week. However, Zelenskyy and Ukraine's air force reported a major Russian attack on Monday night and into Tuesday morning, involving 270 drones and 10 missiles. Thirteen of the downed drones were over the Volgograd region.

The impacts of the attack included fires at an oil refinery and on the roof of a hospital building in the Volgograd region, but there were no reported casualties. Ukraine's Energy Ministry stated that energy infrastructure in the central Poltava region was a focus of the strikes, resulting in large-scale fires.

French President Emmanuel Macron has expressed doubts about Putin's desire for peace, stating that as long as Putin thinks he can win through war, he will continue to do so. Trump and Putin, however, expressed their support for the continuation of direct negotiations between Russian and Ukrainian delegations. The idea was discussed to increase the level of representatives from both Ukrainian and Russian sides in the direct negotiations.

In conclusion, the talks in Washington have marked a step forward in engagement and conceptual agreement on security guarantees but have not yet overcome key political and military hurdles, mainly Russia's avoidance of direct talks and ongoing hostilities, plus the complexity of crafting enforceable security assurances acceptable to all parties. The path to peace remains uncertain, with the ongoing conflict in Ukraine continuing to claim lives and cause destruction.
