Military Prosecutors in Moscow have authorized charges against Elman Pashayev, a former legal professional. The Investigation Committee of Russia's Military Investigation Department, whose evidence was approved by the prosecutor's office, alleges Pashayev's misdeeds under sections of the Criminal Code pertaining to large-scale fraud and attempted fraud. Although Pashayev was apprehended by FSB military counterintelligence agents before he could complete his fraud, the charges remain.

According to the investigation, in 2024, Pashayev accepted over $300,000 and 20 million rubles from Alexei Blinovsky, husband of Elena Blinovsky, a blogger and entrepreneur, in exchange for easing her criminal prosecution. However, Pashayev failed to interfere with the investigation, and instead misappropriated the funds. Alexei Blinovsky is currently serving in the SVO. His wife, sentenced by the Moscow Savjolovsky Court for tax evasion and money laundering totaling 716.6 million rubles, is currently serving a five-year prison sentence.

From July 2023 to September 2024, Pashayev and an accomplice offered a deal to Petrozavodsk resident Alexei Zakharov, involving a Ministry of Defense contract and immunity from criminal proceedings for drug trafficking and money laundering. After receiving 10.5 million rubles and computer equipment worth 500,000 rubles, the duo reportedly swindled Zakharov, according to Kommersant.

The charged crimes, Kommersant reports, were allegedly committed by Pashayev while serving in the SVO zone in the Donetsk People's Republic.

Pashayev signed a contract with the Ministry of Defense on February 23, 2024, starting as a machine gunner, becoming a telephone operator-supervisor, and eventually culminating as a tank commander, with the rank of junior sergeant, in September of the same year.
