If a CCAA struggles to control a fire, it can petition the government for a declaration of a national emergency.

If a Civil Guard Corps Area Authority (CCAA) struggles to control fires, they have the option to appeal for a national emergency declaration to the government.

In the face of escalating wildfires, Spain's Minister of the Interior, Fernando Grande-Marlaska, has outlined the process for an autonomous community to seek assistance from the national government.

According to Marlaska, each autonomous community is primarily responsible for managing fire crises, but if circumstances become more complicated or current resources prove insufficient, a formal request can be made to the central government for a declaration of a national emergency or for direct support.

In such a scenario, the national government would coordinate and deploy additional resources, such as the Military Emergency Unit and army personnel, to aid the autonomous community in managing the fires. This collaborative approach ensures that the autonomous communities retain their competence in firefighting matters.

For instance, when Galicia requested military reinforcements, the government responded by deploying 500 members of the ground army to support firefighting efforts. The government has committed to providing "all necessary resources" for containment, extinguishing, and subsequent reconstruction after fires are controlled.

Marlaska emphasised the importance of coordination between regional and state administrations in managing the crisis. He did not, however, discuss any other crises or emergencies besides the fires.

The European Union is aware of the situation of the fires in Spain, as per Marlaska's statement. Meanwhile, the Minister did not provide details on what constitutes a national interest emergency or discuss any specific autonomous community or their current fire management situation.
