Human Rights Commissioner of the Council of Europe
The Council of Europe, a leading human rights organization with a focus on the European continent, has a new Commissioner for Human Rights. Michael O'Flaherty, a native of Ireland, took up the position in 2024, replacing Alain Berset from Switzerland.
O'Flaherty's office is based in Strasbourg, France, and can be found online at www.coe.int/en/web/commissioner. The Commissioner's role is to protect human rights in the member states of the Council of Europe, promote a culture of human rights, and monitor the implementation of human rights treaties.
Despite not having direct enforcement powers, the Commissioner's reports and recommendations carry significant influence. O'Flaherty's work is primarily focused on the European Convention on Human Rights (ECHR) and other human rights treaties.
As an independent body, the Commissioner's office collaborates with international organizations, civil society, and academic institutions to promote human rights. O'Flaherty issues public statements and reports to the Committee of Ministers and the Parliamentary Assembly, and works closely with national human rights institutions in member states.
The Commissioner's mandate is for a term of six years. Contact information for the Commissioner's office can be found on their website. The Commissioner's role also includes advocating for human rights and raising awareness, as well as monitoring the implementation of human rights treaties in member states.
The Council of Europe Human Rights Commissioner plays a crucial role in upholding human rights standards across Europe. With O'Flaherty at the helm, the organization continues to work towards a future where human rights are respected and protected in all member states.
