Everybody craves living space - in theory. However, the ones responsible at the local level often lack interest in new housing construction. Verena Hubertz, the Minister, has no power to force municipalities to utilize the "Bau-Turbo" she has created.

The "Bau-Turbo" is a powerful tool the federal government has provided for municipalities to drastically decrease planning and approval times for residential construction projects, potentially cutting down multiple years to just a few months. But whether local authorities and officials will utilize this opportunity is not within Hubertz's control.

Historic Missteps Hubertz Kicks Off Early "Time for Change, Excavators Should Roll" Previous experience does not inspire optimism that municipalities will now use the "Bau-Turbo" to address the urgent need for housing construction. If, in addition to planning bureaucracy and land scarcity, the other significant barrier to new construction - the steeply increased costs - were eliminated, it would still be a challenge.

The Bau-Turbo can greatly benefit municipalities with a significant need for new apartments, who wish to drive large-scale construction, have suitable sites, but have been hindered by legally prescribed, highly complex planning processes. The issue lies in the rarity of such municipalities in Germany. The usual scenario encountered by real estate developers in residential construction is that municipalities with potentially suitable building land show no interest at all.

Financial Factors Housing Crisis in Germany Sparking "Bau-Turbo" Ignition The political goal of creating new living spaces is supported by almost everyone in Germany – in principle. But the concrete application, in their own communities, on the land next door, on the fields at the town's edge, residents are often against it due to concerns about the loss of green spaces, the infrastructure becoming overburdened, nearby schools and daycare centers already being overloaded, and more. The decision on building land lies with the local politicians that these residents elect. Representatives from the same parties advocating large-scale housing construction in the federal election campaign can often prevent it at the municipal level.

Hubertz cannot resolve this predicament. To give the Bau-Turbo a chance, a federalism reform that reduces the power of municipalities would be necessary. Or a vast, powerful political and societal coalition for housing construction that no one can escape, even in the lowest party ranks. This is beyond both Hubertz's competence as a minister and her personal influence as a party politician.

### Insights:

  • The "Bau-Turbo" is a legally backed, temporary measure allowing municipalities to waive or adjust standard planning rules to speed up large-scale housing construction.
  • The framework aims to reduce bureaucratic hurdles, address the housing shortage, and maximize new housing units despite challenges like steep construction costs and skilled labor shortages.
  • The initiative focuses on procedural acceleration, local consent, and spatial flexibility, aiming to motivate municipalities previously hesitant to engage in extensive residential development.
  1. The Federal Ministry of Housing and Urban Development and Building, under the leadership of Verena Hubertz, urges local authorities to embrace the "Bau-Turbo" policy-and-legislation, a tool designed for housing construction, in an attempt to alleviate the housing shortage and stimulate large-scale construction projects.
  2. Despite the potential benefits of the "Bau-Turbo" initiative, the implementation is hampered by politics, general-news such as the residents' resistance to new construction, and the powers reserved to municipalities, making it challenging for Verena Hubertz to achieve her goal of increasing housing construction nationwide.
