Hong Kong's Population Stabilises After a Decade of Change

After a decade of population fluctuations, Hong Kong has finally seen a period of stability, according to the latest midyear population figures announced by the Census and Statistics Department on Thursday.

The population, which stood at 7,527,500 in mid-2021, has increased slightly by 3,400 people from the previous year, reaching approximately 7,530,900. This growth represents an increase of more than 0.18 million compared with mid-2022 and is the largest in a decade.

The stabilisation of Hong Kong's population is primarily due to an influx of talent and measures in labour importation. The net inflow of residents, especially from mainland China and other countries, has offset the natural population decline caused by more deaths than births.

One of the key factors contributing to this population stability is the increased immigration from mainland China via one-way permits and other channels. This steady flow of new residents has compensated for natural decline and previous population losses due to political unrest.

The Hong Kong government's measures to attract talent and import labour have also played a significant role in supporting economic recovery and enhancing the city's international appeal after the political crisis and Covid restrictions ended in 2023.

The aftermath of a population decrease during 2020-2022, when over 177,000 residents left following anti-government protests and the imposition of the national security law, has also helped reverse population decline trends. Since then, there has been a steady return and influx of population.

It is worth noting that while the population has increased, the growth accounts for less than 0.005% of the total population. This slight increase has not been offset by significant emigration.

This stabilisation contrasts with the population decline seen in mainland China and other East Asian countries, which continue to face low birth rates and demographic challenges. Hong Kong's current data indicate a more balanced demographic trend after a decade of significant changes.

However, it is important to note that the population figures are provisional and subject to revision. Nonetheless, the latest midyear population figure offers a positive sign for Hong Kong's demographic future.
