Karnataka High Court Dismisses Frivolous PIL on Government Transformation Bill
In a recent ruling, the Karnataka High Court dismissed a Public Interest Litigation (PIL) petition filed by Murali Krishna Brahmandam, a self-proclaimed political economist. The petition aimed to bring forth the Karnataka Government Transformation Bill, 2025, which Mr. Brahmandam had drafted himself, and sought court directions for various government departments, officials, and political leaders to discuss, propose, and initiate this bill.
The Court, however, found the PIL to be a misuse of the PIL jurisdiction, as it did not disclose any violation of statutory provisions or fundamental rights. The judges emphasized that PILs must involve issues of genuine public interest and cannot be used to push individual legislative drafts or ideas. Consequently, the petition was dismissed, and Mr. Brahmandam was fined ₹1 lakh for filing a frivolous and misconceived PIL that unnecessarily burdened the judicial system. The Court also advised Mr. Brahmandam to familiarize himself with the Constitution.
The Court's decision does not affect the non-discussion or non-proposal of the Karnataka Government Transformation Bill, 2025, by the State government. As of now, the bill remains undiscussed and unproposed following the dismissal of the PIL.
