The unsatisfactory heating conditions, which left apartments with temperatures ranging from 11 to 18 degrees, led to the closure of 11 kindergartens and the suspension of face-to-face education in 18 schools. The city's infrastructure was also affected, with the emergency situations resulting in numerous challenges.

The criminal case against the former technical director of JSC "TGK-11" was initiated due to his role in these unsatisfactory heating conditions and the resulting emergency situations. The defendant, who pleaded guilty during the court hearing, was aware of the unsatisfactory condition of the boiler equipment and the inability of the subcontractor to complete the work before the start of the heating season from 2022 to 2023.

Despite this knowledge, the defendant did not take measures to attract additional contractors and agreed to postpone the repair work. This decision led to emergency situations at TEC-5 in December 2023, which could potentially have been prevented.

The former technical director is accused of abuse of power, resulting in significant consequences for the residents of Omsk. The state prosecutor read the indictment during the first hearing of the criminal case against him, which was held in the Kuybyshevsky District Court of Omsk.

The court established the order of evidence examination during the hearing, and the next court hearing is scheduled for August 12, 2025. Over 1,000 complaints from local residents were made to oversight bodies due to the unsatisfactory heating conditions, highlighting the impact of these emergency situations on the city's residents.
