Harmonious and Endearing Melody

The Washington summit, a gathering of global leaders including the U.S. President, European leaders, and Ukrainian President Volodymyr Zelensky, has resulted in a cautiously positive but ultimately limited political progress on the Ukrainian conflict.

The main focus of the discussions was finding a resolution that is acceptable to all parties involved, especially regarding the future of territories occupied by Russia. European leaders traveled to Washington with Zelensky seeking to coordinate efforts for a just and lasting peace that protects Ukraine’s sovereignty and broader European security. They aimed to secure strong US commitment to security guarantees for Ukraine, which is crucial for any peace settlement.

However, the overall dynamic was bleak. The U.S. retained a cautious and somewhat ambivalent stance, with Trump not committing to economic penalties or firm military support to counter Russia. The Europeans remain uncertain whether they can sustain a long-term military presence or influence negotiations decisively. Putin holds the dominant leverage in timing and terms of negotiations.

Despite Trump expressing some openness to involving the U.S. in security guarantees alongside the European "Coalition of the Willing," he remained noncommittal, offering no firm or "iron-clad" assurances or specific U.S. contributions to a European reassurance force inside Ukraine. European leaders failed to persuade Trump to endorse an immediate ceasefire or to abandon his previous suggestions of territorial concessions (land swaps) as part of peace talks.

Zelensky used the opportunity to appeal to Trump’s image as a peacemaker, emphasizing that peace needed to be sustainable and enforceable. Europeans stressed that Ukraine’s future is inseparable from broader European security, insisting on robust guarantees for any peace.

In a statement after the summit, Chancellor Friedrich Merz acknowledged the uncertainty of the outcome, stating that the most difficult questions for the negotiators are yet to be answered. The future of Russian-occupied Ukrainian territories remains uncertain, with no concrete agreements to prevent territorial concessions or secure immediate ceasefire.

The question of whether Ukraine can agree to relinquish these territories, a fifth of its state territory, adds complexity to the negotiations. The cost of relinquishing these territories is a factor in the debate, as is the annexation of these territories by Russia, a contentious issue in the negotiations. The future of Ukrainian territories largely occupied by Russia’s army is a main issue being debated.

The Washington summit upheld Ukraine as central to transatlantic diplomacy and maintained unity in rhetoric but fell short of decisive political breakthroughs, particularly regarding US commitment to Ukraine's territorial integrity and security. As the negotiations continue, the answers to these difficult questions will be crucial in determining the path towards a just and lasting peace.
