Hannover, the bustling city of progress, is shaking up its approach to combat homelessness. In the next five years, the urban center aims to increase the number of apartments and housing projects dedicated to homeless individuals and refugees, growing from the current 2,126 to around 5,000. The city's social committee recently got a sneak peek of this initiative, which also entails reducing the number of spots in communal shelters from over 4,200 to a more manageable 2,000.

Currently, Hannover boasts 8,395 spaces for homeless and displaced persons, consisting of 11 emergency shelters (1,568 spots), 49 communal shelters (4,259 spots), 17 housing projects (1,126 spots), and 446 apartments (approximately 1,000 spots).

Emphasis on Housing Access

Mayor Belit Onay announced Hannover's plans to emphasize the Housing First approach, striving to increase the proportion of apartments in municipal real estate offerings. Onay emphasized the importance of housing as a stepping stone for social integration, stating, "Access to housing is the fundamental requirement for social participation."

city's social services department head Sylvia Bruns elaborated that the mix of apartments, housing projects, and communal shelters would remain, but the primary focus would be on long-term housing solutions in apartments.

Moving Away from Short-term Solutions

The changes are necessitated due to the insufficiency of existing resources in the mid-term, according to the city authorities. Ideal locations for the new accommodations would likely be centrally located. Previously, the homeless and displaced persons were often initially housed in emergency shelters or communal shelters before moving into an apartment. " Мoving forward, immediate, self-contained apartment placements will be the priority," said Onay.

In Hannover, around 1,500 accommodation spots will no longer be accessible due to the discontinuation of renting expensive hotels as emergency shelters. Additionally, premises used on a temporary basis will be abandoned. However, 300 new homes have been created through construction, and over 600 more are on the horizon. Emergency capacities for roughly 1,000 individuals are also in development.
