Hamburg's Parliament Takes Aggressive Climate Action
In a bold move, the Hamburg Parliament approved an amendment to the Climate Protection Act on Wednesday. This law, proposing to mandate solar panel installation for roof renovations on existing buildings and new buildings, will take effect starting January 1. The SPD and Green parties backed the new regulations, while the CDU and AfD voiced opposition, with the Left Party abstaining.
The law, which intends to reduce Hamburg's CO2 emissions by 70% by 2030 compared to 1990 and reach carbon neutrality by 2045, has sent ripples through the opposition parties.

The amended act contains significant provisions. Solar panel installations will become mandatory for roof renovations in existing buildings from next year. By 2027, solar panels will be mandatory on both new and existing buildings.
In a last-minute amendment, the SPD and Greens also mandated CO2-free vehicles for the municipal vehicle fleet wherever possible and established that new cabs will only be registered if they are locally emission-free as of January 1, 2025.
