Planning of A26-Ost has already cost 83 million euros - Hamburg’s A26 East motorway halted over climate change planning flaws

Hamburg’s A26 East motorway project has faced another setback after the Federal Administrative Court ruled parts of its first segment unlawful. The decision centres on insufficient climate change measures in the planning process. Despite €83 million already spent, the road’s future remains uncertain as costs climb to an estimated €2.3 billion overall.

Planning for the A26 East began years ago, with Hamburg contributing €39 million and the federal government €44 million. The first section received approval, but the court’s ruling now forces a review. Environmental authorities will reassess the route over six to eight weeks, weighing climate change impact and alternative options.

The A26 East motorway remains in limbo as planners revisit climate change concerns. With €2.3 billion now estimated for the full project, further delays could push costs even higher. Hamburg and federal authorities must resolve legal and environmental issues before construction can proceed on the remaining sections.
