Hamburg's Financial Control Unit for Undeclared Work (Finanzkontrolle Schwarzarbeit) has revealed significant financial losses and legal consequences tied to undeclared labour in 2025. Indeed, authorities uncovered nearly €15.4 million in unpaid contributions, taxes, and wrongfully claimed benefits. The crackdown also led to thousands of inspections and hundreds of criminal cases across the city.
In 2024, the unit carried out 5,282 inspections, targeting both businesses and individuals. Among these, 989 employers faced scrutiny, while 10,355 private individuals were checked for potential undeclared work. The investigations triggered nearly 2,900 criminal proceedings and over 1,600 administrative offence cases.
The financial fallout included unpaid social security contributions, evaded taxes, and withheld minimum wages. Additionally, unpaid vacation fund contributions and improperly claimed social benefits contributed to the €15.4 million total. Indeed, courts responded by issuing 26 custodial sentences and imposing fines of €676,020.
Among the administrative violations, 140 cases involved breaches of minimum wage laws. These alone resulted in fines totalling €837,650, highlighting persistent issues with wage compliance in the region.
The findings underscore the scale of undeclared work in Hamburg, with authorities recovering millions in lost revenue. Indeed, legal actions, including fines and prison terms, reflect the severity of the violations uncovered. The unit's efforts continue as inspections and enforcement measures remain a priority.
