In the heart of the Caribbean, Haiti, a nation with nearly twelve million inhabitants, finds itself grappling with a multitude of challenges. As the poorest country in the Americas, it has been battling severe economic and security issues for years.

Recently, the government declared a three-month state of emergency, aiming to address the crisis situation in the country. This decision was made due to the deteriorating security situation and the magnitude of gang-related crime in Haiti. The state of emergency applies to the central regions of Ouest, Artibonite, and Centre, which include the capital Port-au-Prince.

The transitional presidential council, consisting of nine members, has been leading the government since June 2024. The council, along with a prime minister, is responsible for leading the government during the state of emergency. The inauguration of Laurent Saint-Cyr as the new rotating president of the transitional presidential council occurred shortly before the declaration of the state of emergency.

The state of emergency does not specify any particular actions or measures to be taken beyond the mobilization of resources. It does not provide details about the duration or scope of the new chief of the National Police's appointment. The office of Prime Minister Alix Didier Fils-Aimé explained the negative impacts of the insecurity on both the lives of citizens and the various economic sectors of the country.

The decision to declare a state of emergency is a significant step towards facilitating a comprehensive mobilization of the state's resources to restore security and peace. The council aims to stabilize the country and pave the way for democratic elections in November 2025, after multiple postponements due to political instability, security challenges, and organizational hurdles.

Haiti's democratic election process has been severely disrupted and delayed following the 2016 electoral gaps and the 2021 assassination of President Jovenel Moïse. The most recent general elections are scheduled for November 15, 2025. The country faces a dire humanitarian situation, including widespread hunger, violence, and near-famine conditions affecting millions, which complicates the electoral environment.

International bodies such as the UN and the Organization of American States (OAS) are actively involved in efforts to stabilize Haiti, promote political consensus, and support plans for electoral legitimacy and peaceful democratic processes. However, the security situation continues to pose major obstacles, with transitional government arrangements planned to hold a presidential election in early 2026 after the November 2025 elections.

In the midst of these challenges, Haiti continues to strive for a peaceful and democratic future. The state of emergency is a crucial step towards achieving this goal, but the road to recovery is long and fraught with difficulties.
