Hagen Police Crack Down on Traffic Offenses, Arrest E-scooter Rider Under Influence

Hagen police conducted a targeted operation on Monday, September 29, 2025, focusing on traffic safety and accident prevention. The operation led to several arrests and fines, including a 49-year-old e-scooter rider found under the influence of intoxicating substances and without proper registration or car insurance.

Throughout the day, 43 road users were caught speeding. A 22-year-old driver was fined €560, received two points, and was banned from driving for two months after exceeding the speed limit by 55 km/h. A 21-year-old driver was fined €260, received two points, and faced a one-month driving ban for driving 88 km/h in a 50 km/h zone.

Other offenses penalized included 10 pedestrians crossing against the red light, 15 drivers using mobile phones, 11 drivers not wearing seat belts, one driver running a red light, two vehicles with lighting defects, and two cases of improperly secured cargo. The operation involved setting up checkpoints at Graf-von-Galen-Ring, the rear of the train station, and on Wehringhauser Straße and Eckeseyer Straße.

The e-scooter rider tested positive for three substances and had sedatives on him, which were seized. A criminal investigation was initiated for violating narcotics and compulsory car insurance laws. The rider's driving was prohibited, and he had to give a blood sample.
