New Governor Pamela Baricuatro Conveys Transition Concerns

Incoming governor of Cebu, Pamela Baricuatro, has raised apprehensions about the transition process, fearing potential disruptions in public services due to delayed cooperation from the outgoing administration of Gov. Gwendolyn Garcia.

During a press conference on May 30, Baricuatro highlighted her concerns about an allegedly obstructive transition process by the outgoing administration. She expressed disappointment over Garcia's decision to withhold critical documents and prevent meetings with her team, claiming these actions could lead to service interruptions for Cebuanos.

Baricuatro expressed frustration, stating, "I am deeply dismayed by Governor Garcia's decision to withhold crucial documents until June 30. If you have love for the people of Cebu, you will allow a peaceful transition."

Additionally, Baricuatro hinted at potential mass resignations among employees and department heads upon her assumption of office, with assurances that there would be no mass layoffs. Instead, employees and department heads would undergo a three-month performance review.

Baricuatro alleges that the outgoing governor's policies complicate a collaborative process, though transition meetings between the two administrations have yet to take place. The transition team for Garcia, led by Garcia and Dr. Jesus Robel Sastrillo Jr., has been established, with outgoing Vice Gov. Hilario Davide and department heads as members.

Former Santa Fe mayor Joseph Esgana, part of Baricuatro's transition team, recalled similar difficulties during the 2013 transition process, attributing delays to Garcia's prolonged signing of vouchers or checks due to a backlog of documents.

Baricuatro has expressed disappointment with the Department of the Interior and Local Government (DILG) for its perceived lack of impartiality in facilitating the necessary meetings or compelling cooperation from the outgoing administration. Esgana warned that delays in the turnover of financial documents could disrupt activities and programs within the Provincial Government, potentially causing temporary suspensions of fund disbursements, wages, and transactions.

Edmund Lao, leading Baricuatro's transition team, described meetings with the DILG as "inadequate and constrained," highlighting the emphasis on an in-person meeting between the incoming and outgoing teams. Lao requested an earlier document turnover date of June 15, alongside separate meetings with department heads from June 16, in the event that their correspondence with the outgoing governor proves unfruitful.

Lao emphasized the necessity of a reasonable timeframe for a smooth transition, citing the need for at least 15 days to review the voluminous documents to be received by the incoming administration. Key documents required for the transition include financial records, annual investment programs, budget and expenditure statements, reports on pending and upcoming projects, ongoing procurement processes, human resource records, and asset inventories.
