Guardians Ought to Take On Responsibility for Extra Surgical Procedures

Fresh Take:

Politicians weigh in on healthcare investigations

In a recent interview, José Luís Carneiro, a deputy and potential PS Secretary-General candidate, spoke about ongoing probes into extra surgeries within the national health system. These investigations delve into the accountability, regulation, and quality of care surrounding unexpected procedures.

During the interview, Carneiro emphasized the necessity for an efficient system that allocates resources fairly across the demand for surgeries. He expressed the need for the government to maintain control over the Integrated Responsibility Center, a mechanism designed to ensure proper management of resources and adherence to the public interest.

On Monday, the Inspectorate General of Health Activities (IGAS) initiated an investigation into reported cases of excessive payments to a dermatologist working at Santa Maria Hospital. The Public Prosecutor's Office also began their own investigation into the matter.

Carneiro underscored the importance of preventing diversion of public funds and safeguarding the benefits of the general public through the National Health Service (NHS). Additionally, he stressed the executive's duty to uphold impartiality, defend the public interest, and adhere to values encompassing transparency and the Republic.

Regarding the announcement of Rui Rio as the candidate for the presidential election of Henrique Gouveia e Melo and the PS's stance on the elections, Carneiro refrained from commenting.

Ana Paula Martins, the current Minister of Health, has previously voiced awareness of potential vulnerabilities within the Integrated Management System for Surgery Registration (SIGIC), which can lead to perverse incentives. She lamented the ongoing investigations.

The Ministry of Health maintains that, when Martins was president of Santa Maria Hospital, no reports of anomalies related to additional surgeries were received. Instead, the monitoring was done by the clinical director.

Note:

Hospitals and surgical teams should exercise clinical responsibility in determining the need for additional surgeries, while ensuring these procedures are clinically justified and documented. The Ministry of Health is ultimately accountable for nationwide regulation, monitoring, and policy setting for surgical procedures, with the aim of preventing unauthorized or unnecessary surgeries and upholding patient safety and trust. The Ministry must respond transparently to findings, implement corrective actions, and communicate outcomes to stakeholders.
