In Texas, the ongoing conflict between Governor Greg Abbott and over 50 Democratic lawmakers has brought the redrawing of congressional district maps to a standstill. The Democrats have been blocking the vote on the proposed redistricting map, hoping that the upcoming election will be conducted with the current map instead.

The legal processes to vacate the seats of 13 Democratic Texas House members could be lengthy and may encounter obstacles. Governor Abbott has stated that he will continue redrawing the maps beyond the candidate filing deadlines for the state's primary election, and he will repeatedly call for special sessions if necessary.

Abbott has suggested that Democrats may not return to Texas until "like 2027 or 2028." Some Democratic lawmakers have taken up residency in Illinois to avoid being compelled to return to Texas. It is important to note that lawmakers can stay out of the state for the duration of the special session to break quorum, and daily fines accrue for each day absent. Legal actions, including lawsuits claiming "abandonment of office," can be filed if lawmakers do not return by specified deadlines set by the legislature or attorney general. However, physical compulsion is limited to within Texas; if lawmakers remain outside Texas, they cannot be forcibly returned.

The proposed Texas redistricting map could add five Republican seats in the U.S. House, but if California follows through on its own redistricting, Texas might remove 10 Democratic districts. In response to the Texas redistricting plan, California Governor Gavin Newsom has threatened potential redistricting in his state.

Election officials cannot move forward with March's primary election without finalized maps, as reported by The Texas Tribune. A delay in the Texas elections could result in the loss of poll workers and locations already secured for April and March. The disputes over redistricting in Texas have pushed back elections in the past, and a similar outcome could occur this year.

In an interview with CNN's Jake Tapper, Governor Abbott discussed the redistricting map and the ongoing conflict with Democratic lawmakers. Texas Governor Greg Abbott and Attorney General Ken Paxton have filed petitions with the Texas Supreme Court to have 13 Democratic seats in the Texas House vacated.

Political standoffs often end when political goals are achieved or practical pressures force return. The 2025 redistricting conflict saw Democrats returning after about two weeks, partially because of these pressures and achieving some political aims in dissuading immediate redistricting votes.
