Government to reveal expansive, accommodating counter-terrorism policy
The Federal Government of Nigeria is nearing the completion of the National Counterterrorism Strategy (NACTEST) 2025, a robust and comprehensive blueprint aimed at combating terrorism and promoting national unity. This strategy, overseen by the National Counter Terrorism Centre (NCTC), reflects a whole-of-government and whole-of-society approach, involving communities, civil society organisations, the private sector, and various governmental bodies.
Maj.-Gen. Adamu Laka, the National Coordinator of the NCTC, has emphasised the importance of international support in improving counter-terrorism measures. During the validation meeting of the revised NACTEST 2025 held in Abuja, he requested the international community's assistance in this endeavour. The international community, in acknowledgement of their role, has pledged technical and financial support to enhance Nigeria's counterterrorism efforts.
The strategy embodies prevention, interagency coordination, resilience, inclusivity, and community engagement at the core of Nigeria's national security architecture. Every ministry, department, and agency is expected to understand its role in implementing the strategy once it is launched. States and local governments have been actively engaged in the review process, especially in the final phases, ensuring a comprehensive and locally relevant approach.
The revised strategy aligns with legal and international requirements and is currently undergoing a validation exercise. Commodore Ahmad Madawaki, the Director of Policy and Strategy at NCTC, explained that the strategy rests firmly on two pillars, though the specifics of these pillars have not been disclosed at this time.
