Government to nominate District Commissioners in all districts prior to the national election by September

The government is in the process of appointing new District Commissioners (DCs) in all districts ahead of the national election scheduled for February 2026. The appointments are being made with greater caution, as the Public Administration Committee is yet to decide on the exact timeline for the process.

In preparation for the new appointments, the preparation of the "fit list" for DC appointments began on 11 January 2023. Over 50 officers have been included in this list so far, and viva voce for officers of the 28th batch are currently underway.

The Chief Election Commissioner (CEC) has instructed the DCs to apply the full extent of the law in their roles as returning officers in the upcoming national election. This instruction comes as the government is committed to ensuring a fair and transparent election process.

The appointments will be made from the fit list, with qualified and competent officers being prioritized. In line with this, those with less than 25 years of service experience were made Officers on Special Duty (OSD), while those who have served for more than 25 years were sent on compulsory retirement. This move was necessary to ensure that only the most experienced and capable officers are appointed as DCs.

The appointments of new DCs are expected to be finalised by September 2023. Currently, 26 officers of the 24th batch, 25 officers of the 25th batch, and 12 officers of the 27th batch are serving as DCs. However, no publicly available search results specify who will be nominated as district commissioners in the respective districts for the upcoming national election, nor when the finalization of these appointments is expected.

The government is also taking steps to avoid appointing controversial officials or those with political affiliations this time. As a result, many officers who were previously DCs and were involved in controversial elections have been sent into compulsory retirement this year.

The appointments made on 8 September 2023 sparked controversy, with many officers feeling they were "deprived" and creating disorder in the ministry. However, the government has assured that administrative action will be taken against any DC appointed through deception or concealing information once it is verified.

One of the new DCs appointed is Md Sarwar Alam, a well-known executive magistrate, who was appointed DC of Sylhet on 18 August. The government is exercising greater caution in making DC appointments, avoiding officials who benefited during the Awami League's tenure.

In conclusion, the government is making careful and considered decisions in appointing new DCs ahead of the national election in 2026.
