The cities of Düsseldorf and Hannover, along with other cities, have shown interest in participating in programs aimed at providing support for children from the Middle East, particularly those from the Gaza Strip and Israel. This endeavour, however, comes with several key challenges for the German federal government.

Entry Procedures and Security Conditions

The feasibility of bringing children from Gaza to Germany for medical treatment depends heavily on the security situation in the region and the practical possibility of leaving Gaza. The German interior ministry has emphasised that such projects hinge crucially on the security environment and the ability of children to travel out of the conflict zone.

Selection of Beneficiaries

Cities like Hannover and Düsseldorf have expressed willingness to accept children who are particularly vulnerable or traumatized. However, there appears to be a need for structured coordination on the criteria and processes for selecting the children who receive support.

Refugee and Protection Status Complexity

Palestinians, including children from Gaza, face a complicated legal status because they are uniquely covered by UNRWA rather than the typical refugee protections under the Geneva Convention. In Hannover, up to 20 emergency care places are currently available, and the city has announced it will take in up to 20 children who are in need of protection or traumatized. The expansion of medical aid on site and in the region is the main focus. Concrete plans are being reviewed with partners.

Düsseldorf plans to explore the chances of implementing its project to aid children in the coming week. The city's administration has stated that initial discussions have taken place with the Jewish Community and the circle of Düsseldorf Muslims. The federal government's role in the review process includes providing political support for the cities taking in children from the Gaza Strip and Israel.

The Green Party has urged the federal government to provide political support for entry procedures, selection, and medical coordination for cities taking in children from the Gaza Strip and Israel. However, The German Press Agency has not reported on any decisions or actions taken by Berlin in relation to the aid programs for children in the Gaza Strip and Israel.

Other cities are also interested in participating in similar programs, and the expansion of the program is possible via host or foster families in Hannover. The Middle East, specifically the Gaza Strip and Israel, is the region of focus for the aid programs. The Lord Mayor of Düsseldorf, Stephan Keller, has expressed support for the initiative.
