Portugal's President Promulgates Bill to Strengthen Fire Support Measures
In a bid to bolster the country's response to rural fires, President Marcelo Rebelo de Sousa has promulgated a bill that amends Decree-Law No. 98-A/2025. This legislation establishes additional support and mitigation measures for those affected by the devastating impact of wildfires.
The bill, which received the support of all parliamentary blocs, offers a range of measures to assist businesses, individuals, and communities affected by fires. However, it does not detail the specific support for businesses or the exact cases where exemptions from authorization apply.
One of the key additions is the exemption of certain cases from the requirement of authorization for the granting of support. The bill also allows for contracts between municipalities and the Commissions for Coordination and Regional Development (CCDR) without the need for authorization in specific cases.
Another significant measure exempts Value-Added Tax (VAT) for donations of rations. The bill also provides for temporary accommodation or reconstruction of second homes for fire victims, and classifies certain acts and contracts as urgency, exempting them from prior review by the Court of Auditors.
It's worth noting that the bill amends an August decree that already defined a set of measures to support affected individuals. This latest legislation builds upon those earlier efforts, further strengthening the support system for those impacted by rural fires.
As the bill was being passed, hundreds of firefighters were battling against three active fires across the country. Sadly, several firefighters have been injured in the line of duty. The Portuguese fire brigades, the police, and civil protection authorities are working tirelessly to combat these fires, enforce security measures, and protect people and property during these events.
The bill received the support of the PS, Livre, PCP, and JPP, and the abstention of the PSD, Chega, IL, CDS-PP, and PAN. The bill was approved by the Assembly of the Republic in its Plenary session today.
In addition to the financial and practical support, the bill also offers social support for fire victims, providing for temporary accommodation or reconstruction of their homes. These measures underscore the government's commitment to helping those affected by rural fires rebuild their lives.
Parliament also approved a separate bill from the PCP to further strengthen urgent support measures for fire victims, amending the same decree of August 24. This bill adds three measures that required approval from the Assembly of the Republic, further enhancing the country's response to rural fires.
In the face of these challenging times, Portugal's government is taking decisive action to support those affected by rural fires, and to strengthen the country's response to these events. The promulgation of this bill is a testament to the government's commitment to the people of Portugal.
