Newspaper Scuttle: Union Agriculture Minister's Green Light to Pulse Procurement

Buckle up, farmers of Madhya Pradesh and Uttar Pradesh! The central government's Price Support Scheme (PSS) is stepping in to provide a financial lifeline. Union Agriculture Minister Shivraj Singh Chouhan has given the thumbs-up for Moong and Urad procurement in Madhya Pradesh, and Urad in Uttar Pradesh. This decision, made during a meet-up with senior officials and state agriculture ministers in New Delhi on June 24, 2025, aims to offer price stability for pulse growers amid market volatility.

The decision comes after Madhya Pradesh turned up the heat with a request for summer pulse procurement. After careful consideration, the central government approved the request for both Moong and Urad in the state. Uttar Pradesh, meanwhile, now sports a green light for Urad procurement under the same scheme.

Minister Chouhan acknowledges the financial burden this move will place on the central government. But with Prime Minister Narendra Modi firmly leading the charge to protect farmers' interests, the government remains undeterred. Chouhan emphasized the benefit of the scheme should trickle directly down to farmers by eliminating middlemen and advocated for honest, transparent procurement.

Sound the Alarm!

  • 🔊 Pulse Power: Under the PSS, the central government permits direct purchasing of agricultural produce, like Moong, Urad, and others, at the Minimum Support Price (MSP) when market prices slump. The PSS is part of the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) umbrella program.
  • 🔊 Boost for Pulses: The government approved the procurement of 54,166 metric tonnes (MT) of Moong under the PSS for the 2025-26 summer crop season. The central nodal agencies responsible for this procurement include the National Agricultural Cooperative Marketing Federation of India (NAFED) and the National Cooperative Consumers' Federation of India (NCCF).
  • 🔊 doubleDown on Domestic Pulse Production: The government has encouraged farmers to grow pulses such as Tur, Urad, and Masur by allowing the procurement of 100% of their production under the PSS for the 2024-25 season. This initiative has been extended for another four years, up to 2028-29, to stimulate domestic pulse production and reduce import dependence.
  • 🔊 Raise the Stakes: To encourage farmers further, the MSP for pulses has been increased by up to 5.96% for the 2025-26 Kharif season.

With the extension of the PSS approval across states, pulse procurement operations areicking into high gear. A bunch of factors like pricing, infrastructure, and logistics have come under scrutiny. Agriculture Minister Chouhan emphasized the importance of swift corrective action for storage and warehousing issues and fairness throughout the process.
