Budget Approval in Lower Saxony for 2024

With a budget of approximately 42.4 billion euros, Lower Saxony sets its course for 2024. On Thursday, the state parliament ratified this budget, with the SPD and Green parties casting their votes in favor. This marks an increase by 0.7% compared to the current year. The opposition parties, AfD and CDU, voted against the budget.

Key aspects of the red-green coalition include teacher compensations and investment in housing construction.

The Ministry of Finance has outlaid around 10.5 billion euros for the departments of education, science, research, and culture. Social benefits will receive nine billion euros, while local authorities will receive 5.8 billion euros for financial equalization.

Stephan Weil, as Minister President and Member of the SPD, endorsed the adopted state budget as a sturdy foundation, even in challenging times.

Affordable Housing and Teacher Compensation

Prominent among the plans under the red-green government's rule is the creation of a state-owned housing company, founded on January 1, 2024. With a 100-million-euro start-up fund, this company aims to build around 1,600 affordable housing units, mostly within the socially subsidized segment, priced between 6 and 7.50 euros per square meter.

Teacher compensation is another key focus, with equal pay for teachers at various schools being the primary objective. From the beginning of the 2024/25 school year, salaries for many teachers will increase, particularly those in schools other than grammar schools.

Investments in Healthcare Facilities

Weil also emphasized investments in healthcare facilities as a top priority. The Ministry of Finance has allocated 210 million euros for this purpose, supplemented by an additional 20 million euros per year starting from 2025.

Proceeding with Broadband and Other Funding

Lower Saxony is determined to continue support for expanding high-speed Internet connectivity with a state contribution. The governing SPD and Green parties confirmed this decision in recent weeks. Previously, Digitization Minister Olaf Lies had expressed doubts about sufficient funding.

Plans are also underway to allocate more funds to consumer advice centers and music schools.

Criticism from the Opposition and Trade Unions

As expected, area parties CDU and AfD levied criticisms against the red-green policies. CDU parliamentary group leader Sebastian Lechner contended that the coalition agreement between the SPD and Greens was based on a stance of "standstill in times of uncertainty."

The AfD continued their criticism of perceived migration and asylum misconceptions, accusing the state government of undermining the interests of the people.

Trade union Verdi denounced the insufficient allotment of funds for daycare centers in the state budget. Andrea Wemheuer, Verdi's state director, emphasized the necessity of investing more in childcare to address the imminent labor shortage.
