Last Thursday (15), the Ministry of Sports (MEsp) and the Ministry of Finance teamed up in Brasília for a training session focused on managing and monitoring sports betting. This collaboration was spearheaded by the Swiss-born company Sportradar, a frontrunner in sports data technology and integrity. The aim was to educate public officials on detecting fraudulent activities in sports results within Brazil.

This training is part of a partnership agreement between MEsp and Sportradar, a collaboration designed to help public authorities combat sports results fraud in the country. Giovanni Rocco Neto, National Secretary of Sports Betting and Economic Development of Sports, stressed the importance of continuous learning among public servants. He said, "Regular training of employees is crucial. Today's event is just one of many initiatives aimed at this end." Rocco Neto also pointed out that the current emphasis is on football, but the primary concern is ensuring the overall integrity of all national sports.

Participants in the event included officials from the Ministry of Sports and the Subsecretariat of Inspection of the Secretariat of Prizes and Bets (SPA) of the Ministry of Finance.

Sportradar's Impact on Sports Integrity

Globally, Sportradar is renowned for its work in identifying manipulations in sports events. By utilizing advanced monitoring systems, the company analyzes thousands of events each year to spot unusual behaviors that may indicate result manipulation.

Felippe Marchetti, Director of Integrity at Sportradar for Latin America, shared that the company is working with the Brazilian government to combat this complex phenomenon. "We're developing ideas and policies together to tackle this issue, which is complex not only in Brazil but across Latin America and worldwide," he stated.

Progress in Regulation and Strategic Partnerships

Brazil has made significant strides in sports betting regulation, focusing on ensuring sports integrity. The Ministry of Sports recently established the National Secretariat of Sports Betting and Economic Development of Sports (SNAEDE), responsible for monitoring and inspecting sports betting issues. Various decrees and regulations have been published to establish procedures within the Ministry of Sports.

Additionally, the Ministry of Finance has signed technical cooperation agreements with international integrity organizations such as Genius Sports, the International Betting Integrity Association (IBIA), the Sport Integrity Global Alliance (SIGA), and Sportradar itself.

Addressing Challenges Ahead

The 2024 annual integrity report from Sportradar revealed a significant decline in the detection of suspicious matches in Brazilian football, with the country no longer leading in sports results manipulation cases. Out of the 57 detections, only four were in competitions organized by the Brazilian Football Confederation (CBF), representing just 0.18% of all games supervised by CBF.

Despite the progress, Felippe Marchetti noted that many Brazilian clubs and athletes remain vulnerable to proposals from companies linked to result manipulation. "The vast majority of athletes in Brazil are in a vulnerable economic condition. They [the manipulators] saw a favorable scenario for manipulation here," he stated.

By working together, they aim to combat sports results manipulations and maintain the integrity of national sports, not just in football but across all sporting events.
