Jammu and Kashmir Budget: People's Aspirations at the Forefront

In a significant development, the upcoming Budget in Jammu and Kashmir is set to be presented by an elected government for the first time in over seven years. This Budget, according to Finance Minister Nirmal Singh, is more than just a legislative formality. It is a reflection of the government's commitment to good governance, transparency, and inclusive development.

Chief Minister Omar Abdullah has personally chaired meetings for all 20 districts to understand the aspirations, regional needs, and development priorities in Budget formulation. The voices of the people, it seems, are shaping the allocation of resources and the prioritization of development goals in the Budget.

The restoration of statehood to Jammu and Kashmir (J&K) remains under active judicial and political discussion, with no definitive timeline as of late August 2025. The Supreme Court of India has directed that statehood for J&K should be restored "as soon as possible," but the Central government has yet to provide a formal timeline or concrete steps toward restoring statehood.

Political leaders, including J&K Chief Minister Omar Abdullah, have publicly urged the Centre to honor its promise to restore J&K’s statehood, emphasizing it as a democratic right and essential for empowering the elected government. However, official statements from government sources indicate that there are currently no plans to restore full statehood in the immediate future, reportedly due to security concerns following recent incidents in the region.

Despite the uncertainty surrounding statehood, the L-G's government is dedicated to the dignified rehabilitation of Kashmiri migrants (Pandits) back in the Valley. They are committed to ensuring a safe and secure environment for their return. The Budget also focuses on youth engagement, employment opportunities, and digital transformation.

The L-G's government is building a dynamic ecosystem to empower the youth through education, skill development, innovation, and entrepreneurship. Efforts will be intensified to accelerate the construction of transit accommodation projects for migrant employees, providing them with suitable housing at designated locations.

Lieutenant-governor Manoj Sinha addressed the Budget Session of the J&K Assembly at the state's winter capital. He recognized the emotional and political significance of statehood for the people of J&K, stating that the Budget is a true celebration of democracy, an expression of the dreams and expectations of every household, community, and region in J&K.

As the Budget Session unfolds, the people of Jammu and Kashmir continue to express their foremost aspiration for the restoration of full statehood. The L-G's government is actively engaging with all stakeholders to achieve this goal at the earliest.
