Government allegedly keeps an open line of communication with political factions for gathering backing towards their budget proposals
The Spanish government has been actively engaging in negotiations with various political formations to gather support for the General State Budgets for 2026. Meetings between PSOE and Junts, often facilitated by an international mediator, have been taking place approximately once a month since December 2023.
These discussions have included the participation of Santos Cerdán, the former secretary of the socialist organization, who is currently in preventive prison for alleged corruption crimes. However, neither party has confirmed or denied rumors of a potential meeting between a delegation of the PSOE and Junts in Switzerland.
The government maintains fluid dialogue with all political formations, but besides PSOE and Junts, no other political groups have been officially confirmed for negotiations on the general state budgets for 2026. EH Bildu, BNG, and PNV have confirmed that the Executive has already called them to negotiate the public accounts for the coming year.
The vice-president Montero and the Minister of Territorial Policy, Ángel Víctor Torres, have not confirmed or denied a possible meeting between José Luis Rodríguez Zapatero and Carles Puigdemont. Some media outlets indicate that the delegation of socialists would be headed by Zapatero, and that of Junts, by Puigdemont.
The negotiations for the General State Budgets for 2026 will not begin in earnest until the end of the month. The government aims to make the draft for the General State Budgets for 2026 more social than the current one, and they are seeking the support of the political groups.
In negotiations, EH Bildu, BNG, and PNV will focus on social and economic advances, as well as territorial allocations. The Minister of Culture, Ernest Urtasun, has welcomed any contacts and meetings that may help to move forward initiatives in Congress. Urtasun has emphasized that Zapatero is a former president who is trying to help the Government of Spain.
The Minister of Economy has assured that the spending cap will be approved "as soon as possible", a necessary step for the preparation of the public accounts. The possible meeting between Zapatero and Puigdemont is framed within the negotiation of the General State Budgets for 2026. It comes at a time of maximum tension after Junts rejected the reduction of the working day and the Anti-corruption Agency. The PP does not view the possible encounter with favor, considering it a sign that the President of the Government, Pedro Sánchez, is only "begging for an extra life" in a "game over" government.
María Jesús Montero, the first vice-president of the government and Minister of Finance, has appealed to discretion in negotiations and conversations. Ángel Víctor Torres has downplayed the fact that a former president meets with a fugitive from justice, stating that negotiations can be carried out "in different ways".
As the negotiations continue, the Spanish government is working diligently to secure the support of various political formations for the General State Budgets for 2026. The aim is to create a more social budget that will benefit the citizens of Spain.
