Government administrative pressures to decrease in focus of upcoming 2024 Park University Hauptmann Lecture

On Thursday, September 12, 2024, renowned public administration and policy scholar Donald Moynihan will deliver the 32nd annual Dr. Jerzy Hauptmann Distinguished Guest Lecture at Park University. The event, which will take place at noon, is presented in conjunction with the American Society for Public Administration.

Donald Moynihan, Ph.D., is a distinguished academic with a wealth of experience in public administration, government management, and policy implementation. He earned his Doctorate and Master's degrees in Public Administration from Syracuse University, and a Bachelor of Arts degree in Public Administration from the University of Limerick.

Moynihan has been recognised for his expertise in evidence-based governance, public sector performance, performance management in government, and administrative burdens. His work has been influential, with two of his papers listed among the 75 most influential published in the then-75-year history of Public Administration Review in 2014. In 2014, he also received the Kershaw Award, an accolade presented every two years by Mathematica and the APPM to one scholar under the age of 40 for outstanding contributions to the study of public policy and management.

The focus of Moynihan's lecture will be on "Administrative Burdens: A Framework for Improving Government". This topic aligns with his co-authored book "Administrative Burden: Policymaking by Other Means", published in 2018, which explains how administrative burdens can diminish the effectiveness of public programs and block individuals from fundamental rights.

The Dr. Jerzy Hauptmann Distinguished Guest Lecture Series was established in honour of Jerzy Hauptmann, a professor at Park University for over 50 years. The series aims to bring outstanding scholars to the Kansas City area to address topics related to Hauptmann's three areas of study: international politics, public administration, and democracy.
