On Thursday, September 12, 2024, the University of Michigan's Gerald R. Ford School of Public Policy will host the 32nd annual Dr. Jerzy Hauptmann Distinguished Guest Lecture Series. The speaker for this year's event will be Donald Moynihan, Ph.D., who will deliver a lecture titled "Administrative Burdens: A Framework for Improving Government."

Donald Moynihan is the J. Ira and Nicki Harris Family Professor of Public Policy at the University of Michigan's Gerald R. Ford School of Public Policy. He joins the school later this month, having previously served as the chair of public policy at Georgetown University's McCourt School of Public Policy since 2018.

Moynihan's scholarship focuses on the costs and implications of administrative burdens—the complex and extensive demands placed on citizens and organizations by government policies and procedures. He has researched how these burdens affect social policy implementation and citizens' interactions with government services, highlighting the importance of minimizing administrative burdens to foster effective and equitable public administration.

In addition, Moynihan's work touches on the politicization of public agencies and its impacts on administrative function and governance. His work has been recognised with numerous accolades, including the 2014 Kershaw Award, presented by Mathematica and the APPM to one scholar under the age of 40 for outstanding contributions to the study of public policy and management.

In 2014, two of Moynihan's papers were listed among the 75 most influential published in the then-75-year history of Public Administration Review. He has also authored a book titled Administrative Burden: Policymaking by Other Means, where he explains that administrative burdens can diminish the effectiveness of public programs and block individuals from fundamental rights.

The Dr. Jerzy Hauptmann Distinguished Guest Lecture Series was established in honor of Jerzy Hauptmann, a Park University professor emeritus of political science and public administration. Jerzy Hauptmann taught at Park for more than 50 years and launched the University's first graduate degree program in 1982. The Hauptmann Lecture brings outstanding scholars to the Kansas City area to address topics related to Jerzy Hauptmann's three areas of study: international politics, public administration, and democracy.
