The property management has blamed unpaid rent for the lack of repair funds. However, this claim is partially disputed by the city and tenants' lawyers. One tenant, a mother of four, sought to have her fifth-floor apartment declared uninhabitable. Despite the apartment being infested with vermin and affected by mould, the court ruled that it meets the most basic needs for the next few weeks. The tenant was advised to address the problems herself.
