India's Operation Sindoor Global Outreach, launched in response to the April 22 Pahalgam terrorist attack, has demonstrated the effectiveness of parliamentary diplomacy in shaping international opinion on counterterrorism.

The operation, which aimed to send a clear message that India will act decisively against terrorists and their networks, was accompanied by an extensive diplomatic campaign involving members of parliament from multiple political parties. This campaign underscored India’s national unity on the issue of counterterrorism.

The parliamentary diplomacy effort enhanced India’s credibility and legitimacy internationally by projecting a unified, democratic voice against terrorism. Indian MPs conducted outreach that emphasized India’s actions as a legitimate exercise of self-defense against ongoing cross-border terrorism. This narrative resonated in key capitals, including the United States, where even officials engaged with Pakistani delegations acknowledged India’s concerns and urged action against terrorist groups like Lashkar-e-Taiba and Jaish-e-Mohammed.

Moreover, India’s global outreach around Operation Sindoor sought to reshape international discourse on terrorism by presenting it as a shared global challenge, not just a regional issue. The operation emphasized a proportionate, legal, and restrained response to terrorism that aligns with international norms, countering Pakistan’s victim narrative and bolstering India’s position as a responsible global actor.

India also leveraged economic diplomacy by criticizing international financial assistance to Pakistan which could be misused to support terrorism, thereby advocating for tighter financial conditionalities and accountability.

The combined parliamentary and diplomatic strategy was praised domestically as transformative of India's security posture and internationally as a compelling and coherent message against terrorism. This approach enhanced India’s standing and helped rally international support, including within multilateral forums like the Quad and the UN Security Council, which issued statements condemning terrorism and supporting India’s stance.

The Operation Sindoor Global Outreach consisted of seven all-party parliamentary missions, touring 33 capitals in May-June 2025 to defend India's 7 May precision strikes on terror camps in Pakistan-occupied Jammu & Kashmir. The missions mirrored US CODELs but added India's civilisational pitch.

As a result of the Operation Sindoor Global Outreach, Pakistan was placed back on the Financial Action Task Force (FATF) "grey list" watch (June 2025 plenary). The missions also secured diplomatic support from 47 capitals (up from 18 pre-tour) and widened the global Google Trends ratio of "Operation Sindoor legitimate" vs "Sindoor escalation" from 1:1.2 to 2.8:1 by 15 June.

The proposed budget demand aims to bolster parliamentary diplomacy, enhancing democratic oversight of foreign policy. A robust parliamentary diplomacy approach can amplify India's moral authority and institutionalize a whole-of-Parliament approach, enduring partisan cycles. The effectiveness of Indian parliamentary diplomacy, as demonstrated by Operation Sindoor Global Outreach, represents a significant advancement in India’s post-conflict diplomacy and global counterterrorism narrative.
