His educational background includes attendance at the Odenkirchen Gymnasium and the Higher Commercial School in Rheydt. In 1990, he was elected as councilor for school and sport in the city council of Mönchengladbach. Four years later, the council appointed him as city director, a role that was expanded in 1996 to include the cultural department.
