Joan Guirado and Casilda Zuloaga, members of the City Council, have been vocal about this issue. They believe that the council's ability to prepare and manage local resources and services is affected by the lack of prior notice, and that this situation reflects a larger problem of inadequate communication between local entities and higher levels of government.
