Ghana's Communication Minister declares no formal contract for Ghana.Gov, plans for Q4 relaunch

The central digital hub for citizens to access government services and make payments online, Ghana.Gov, has been operating without a formal contract since its inception under the previous administration. This absence of a governing contract has raised concerns about transparency and procurement processes.

However, Ghana's Minister of Communications and Digitalisation, Sam George, has announced that the government services portal will be relaunched in Q4 of 2025, ending this practice. The Ministry of Finance is working closely with the Ministry of Communications and Digitalisation on the relaunch.

The revamped Ghana.Gov is expected to have an improved interface and will integrate the Ghana Card, which will further streamline the process of accessing government services for citizens. The platform has previously processed over 10 million transactions, emphasising its significance and the importance of proper governance and contract management.

The Ministry has also announced that a competitive bidding process will determine new partners for the relaunched Ghana.Gov. This move is aimed at ensuring transparency and fairness in the selection of partners.

The government is concurrently strengthening overall procurement oversight across ministries. The Ministry of Finance has intensified scrutiny on government projects and contractors, commissioning forensic audits to ensure compliance and proper use of funds. Additionally, new government directives require that all contracts be awarded in local currency (Ghana cedis) rather than foreign currencies, to enhance financial discipline and control in public procurement.
