Germany is set to revamp its job seeker benefits, with tougher rules and harsher penalties for non-compliance. The changes, proposed by the Union and SPD, aim to prioritize job placement over qualification and could lead to complete loss of benefits, a first for the system.

Under the new rules, missing a first job appointment will result in an immediate second one being scheduled. Failure to attend a second job appointment could see benefits reduced by 30 percent. A third missed job appointment may lead to all cash benefits being stopped, with housing costs also at risk if the beneficiary remains absent the following month.

The Greens and Left have criticized the changes as 'cold and hard', while AfD chairwoman Alice Weidel argues that 'practically nothing changes'. However, the leaders of SPD and CDU/CSU have demanded a 'promoting and demanding' approach, with rapid job placement taking priority over qualification. They also propose a joint cooperation plan between job centers and recipients, with sanctions including benefit cuts for non-compliance.

The new rules, which aim to punish uncooperative behavior more swiftly and severely, are still being debated and may not align with the Basic Law according to some interpretations. While not expected to result in significant cost savings, they could potentially increase societal acceptance of basic security benefits. The Union and SPD plan to rename the system from 'Citizen's Income' to 'Basic Security for Job Seekers'.
