E-scooter regulations are set to tighten in Germany following a rise in accidents and fatalities. Fines for sidewalk riding and multiple occupancy will increase, while turn signals will become mandatory for new models from 2027.

In 2024, nationwide E-scooter accidents surged by over a quarter to nearly 12,000, with 27 deaths. In Saxony, two people died in 2025, compared to none in 2024. Injuries in the region rose by 7% from January to August 2025.

The standard fine for riding on sidewalks will jump from 15 to 25 euros. Similarly, the penalty for riding with multiple people without permission will increase from 5 to 25 euros. These changes aim to curb reckless behaviour and improve safety.

To enhance visibility and safety, turn signals will be mandatory for new E-scooters from 2027. This follows several serious accidents, including a fatality in Ebersbach (Görlitz district) in March 2025 and another in Niederhohndorf (Zwickau district) in September 2025.

E-scooter regulations are being strengthened to combat the rising accident and fatality rates. The increased fines and mandatory turn signals are expected to improve safety for both riders and pedestrians. Despite the recent fatalities, the overall number of accidents in Saxony remains slightly below last year's level.
