In a historic move, Germany has agreed to finance a Ukraine support package under the Prioritized Ukraine Requirements List (PURL) mechanism. The package, worth up to $500 million, marks the first of its kind under this mechanism.

The announcement was made following a virtual meeting involving Chancellor Friedrich Merz (CDU), Ukrainian President Volodymyr Zelenskyy, US President Donald Trump, EU Commission President Ursula von der Leyen, and several European heads of government. The meeting took place on a Wednesday.

The purpose of the support package is to help Ukraine defend against Russian aggression. However, no specific military goods were mentioned in the support package. The EU Commission President Ursula von der Leyen was present at the meeting regarding the support package for Ukraine.

The PURL mechanism, launched by the United States and NATO, is a funding and delivery initiative designed to rapidly supply Ukraine with military equipment, primarily sourced from the US. NATO coordinates implementation, ensuring aid packages contain Ukraine’s most urgent military needs, such as critical air defense systems to counter Russian airstrikes causing civilian casualties.

Support packages are regularly announced and can include equipment not produced by European industry or that can be delivered faster by the US. Funding for purchasing and delivering US-made weapons and technology comes through voluntary contributions from NATO European countries, Canada, and the US.

In addition to Germany, other key participants in financing and supplying the packages include the Netherlands, Canada, and the US. The Netherlands has pledged €500 million for the first aid package, while the US provides the military equipment itself and several support packages of weapons and ammunition.

Other European NATO countries are also involved in funding this mechanism via voluntary contributions, though specific other countries beyond Germany, the Netherlands, and Canada are not explicitly named in the sources.

This move by Germany and its allies is a significant step towards strengthening Ukraine’s defense capabilities and creating conditions for a sustainable and just peace. The support package is intended to cover the "most urgent needs" of Ukraine for military goods.
