Support for the black-red coalition has dwindled among the citizenry. In contrast to July, not just the Federal Chancellor Friedrich Merz (CDU) but also every federal minister and the entire government have experienced a substantial drop in public approval.

Germans Express Significant Dissatisfaction Towards Chancellor Merz, According to Ipsos Poll

The latest survey conducted by Ipsos, a leading market and social research firm, has revealed a significant decline in the approval ratings of the German government. The online survey was conducted from September 5 to 7, 2025, and the results were compared to those from surveys conducted in May and June of the same year.

According to the survey, the German government as a whole has a net satisfaction of -39, a decrease of 11 points compared to July. This decline is attributed to various federal ministers, with Chancellor Friedrich Merz (CDU) experiencing the strongest drop in satisfaction values, having a net satisfaction of -41.

One of the ministers who saw a significant loss in approval compared to July is Health Minister Nina Warken (CDU), although her current net approval is not explicitly mentioned in the survey. However, it is clear that she has lost significant support. The government's net approval has decreased to -28, with Chancellor Friedrich Merz having a net approval of -28 after a slight drop.

Labor and Social Minister Barbara Bas (SPD) and Finance Minister Lars Klingbeil (SPD) also saw a decline in their approval ratings. Bas has a net satisfaction of -31, having lost 11 points since July, while Klingbeil has a net satisfaction of -40, having lost 8 points since the previous survey.

Defense Minister Boris Pistorius remains the most popular federal minister, with a net satisfaction of -28. Despite this, 30% of Germans are very dissatisfied with his work, while only 31% are very satisfied. Housing Minister Verena Hubertz and Health Minister Nina Warken have a net satisfaction of -44 each, making them the least popular ministers.

The survey was representative weighted by age, gender, education, region, and voting behavior in the last federal election. Ipsos, which is listed on the Euronext in Paris and is part of the SBF 120 and Mid-60 Index, offers a wide range of solutions in 14 service lines, supporting over 5,000 clients worldwide. The company has a presence in five locations in Germany with over 500 employees.

When it comes to the cabinet as a whole, only 7% of Germans are very satisfied with its work, while 46% express very dissatisfaction.
