Germany Prepares Long-Term Support for Ukraine's Security

In a significant development, Germany has outlined its plans for contributing to security guarantees in Ukraine following a potential peace agreement. According to Jens Spahn, leader of the CDU/CSU parliamentary group, the primary responsibility for this security order would be carried by Europeans, working in coordination and with the support of the USA.

The focus of Germany's proposals is primarily on substantial financial and material support rather than the direct deployment of German soldiers. Germany has pledged about €9 billion (roughly $10.5 billion) annually to Ukraine through 2026 to strengthen its military capabilities and support domestic arms production. This move aims to enable Ukraine to defend itself and maintain deterrence against potential aggression.

German Vice Chancellor and Finance Minister Lars Klingbeil has emphasised that Germany stands ready to contribute to "security guarantees" for Ukraine, but he did not specify involving Bundeswehr troops in peacekeeping missions on Ukrainian soil. Instead, Germany’s approach prioritises empowering Ukraine through military aid and financial assistance, aiming at a strong Ukrainian defense as a foundation for lasting peace.

Dirk Wiese, the parliamentary business manager of the SPD faction, also urged restraint in the debate, stating that peace must be established before discussing peace-securing measures. Wiese emphasised that the defense capability of Ukraine is of utmost priority.

In a letter obtained by the German Press Agency in Berlin, Spahn suggested that there are many other scenarios for a German contribution to necessary security guarantees that are both possible and more sensible. He advised against participating in public speculations about the potential deployment of German troops to Ukraine. The German newspaper "Welt" was the first to report on Spahn's letter regarding the potential deployment of German troops to Ukraine.

Spahn asserted that Germany, as a part of multilateral agreements, would play an important and reliable role in this security order. He emphasised that a potential peace treaty would involve the future security order of Europe, not just Ukraine.
