On September 11, 2025, Germany will conduct a nationwide speed test, aiming to sensitize the population to the topic of warning and test the technical warning infrastructure. The test will be operated by the Federal Office for Civil Protection and Disaster Assistance (BBK).

The test will follow the Nationwide Warning Day, which will be held for the first time. During the speedtest, various warning methods will be used, including the Modular Warning System (MoWaS), the NINA Warning App, and Cell Broadcast.

In Baden-Württemberg, the authorities responsible for hazard prevention (Gefahrenabwehr), coordinated by the Ministry of the Interior, Digitalization and Municipal Affairs, use MoWaS to warn the population. This system is also used in cooperation with various warning applications and media channels, such as NINA, KATWARN, and BIWAPP, Cell Broadcast, broadcast and television stations, newspapers, online services, digital city information boards, public transport companies, and the ministry's website. All warning messages via MoWaS are also published on the BBK's website.

Some regional warning apps, Cell Broadcast, and sirens are currently connected to MoWaS, with sirens being connected in the future. Cell Broadcast is a mobile phone service that sends emergency messages directly to mobile phones within a specific cell.

Municipalities are encouraged to participate in the speed test to ensure people know how warnings work in their area. After the test, there will be an opportunity for the population to share their experiences and perceptions in a survey conducted by the BBK. The survey will be available from September 11, 2025, at 11:00 a.m. until September 18, 2025, at midnight on an internet page.

In 2024, a total of 264 warning messages were issued via the Modular Warning System in Baden-Württemberg. It is important to note that the External: Ministry of the Interior, for Digitalization and Communities has a Press Office and a Contact Form for citizens.

The Federal Office for Civil Protection and Disaster Assistance (BBK) will conduct a survey after the Nationwide Warning Day speed test to gather feedback from the population. This survey will help improve the warning system and ensure that it is effective in reaching and informing the public in case of an emergency.
