Preparing for Emergencies: Baden-Württemberg's National Warning Day

On September 11, 2025, Baden-Württemberg will participate in the National Warning Day, an event aimed at testing and improving the warning system in place to protect its citizens. The day is coordinated by Winfried Kretschmann, the Ministerpräsident of Baden-Württemberg, who has been in office since May 12, 2011.

During the National Warning Day, various warning means will be tested. These include the Modular Warning System (MoWaS), which is used by authorities responsible for risk prevention in Baden-Württemberg to warn the public. The MoWaS-connected warning means include the Warning App NINA and Cell Broadcast, a mobile phone service that sends warning messages directly to mobile phones in a specific cell.

In addition to these digital methods, warning messages will also be broadcast via the central test warning of numerous radio and television stations and media companies. Municipalities can also trigger their local warning means, such as sirens or loudspeaker vehicles, that are not connected to MoWaS.

The National Warning Day is not just a test of the technical warning infrastructure, but also a test of the warning processes. It aims to find possible weaknesses in the warning system to eliminate them afterwards and make the system more stable for emergencies.

The Ministry of the Interior, for Digitalization and Communities is responsible for warning the population. After the event, a survey will be available on an external website from September 11, 2025, at 11:00 a.m., for the population to share their experiences and perceptions about the Warning Day and various warning means.

In an emergency, everyone in the corresponding mobile phone cell will receive a warning message on their mobile phone via Cell Broadcast. However, it is important to note that warning messages via MoWaS are also published on the website operated by the Federal Office for Civil Protection and Disaster Assistance.

The National Warning Day is a crucial step in ensuring the safety and preparedness of Baden-Württemberg's citizens. By participating in this event, everyone can play a part in strengthening the warning system and ensuring that they are properly informed in case of an emergency.
