German Chancellor Merz Celebrates Rapprochement with Surrounding Countries during Inaugural Diplomatic Journey

In a fresh turn for Germany, new Chancellor Friedrich Merz has signaled a new chapter in relations with France and Poland, although tough discussions lie ahead on contentious issues like border control and defense funding.

On Wednesday, Merz embarked on a trip to solidify alliances, following his swearing-in the day prior with a promise to revive German leadership in Europe that had been hampered by internal squabbles under former Chancellor Olaf Scholz.

During his campaign, Merz openly criticized Scholz for ignored ties with neighboring countries, while his promise for robust border controls caused unease in both governments.

In Paris, Merz and French President Emmanuel Macron highlighted the necessity of European unity to ensure security and competitiveness, and announced plans to fortify a Franco-German defense and security council.

"To face these challenges," Merz said, "France and Germany must stand even closer together." Given their shared mercurial personas and proximity to each other, there's an expectation they'll make things happen.

Meanwhile, standing alongside Polish Prime Minister Donald Tusk, Merz praised Poland's support for Ukraine and NATO, yet tensions remained on immigration policies, as Tusk voiced concern against turning away immigrants at the border, fearing it could burden neighboring countries like Poland.

While Paris is customary for new chancellors, Merz's visit to Warsaw highlights Poland's growing influence in European politics due to its advocacy for Ukraine against Russian aggression.

DISAGREEMENTS WITH FRANCE

Some disagreements creep into the picture, such as EU trade deals with the Mercosur bloc, which Paris has resisted. Merz, however, sees these disputes as minor matters that won't disrupt the overall partnership.

He also shared mixed feelings about adopting European defense guarantees for Ukraine, much like Macron's proactive stance. Merz did, however, seem more receptive to France's proposals for European strategic autonomy and joint defense programs.

Macron announced plans to accelerate joint European programs for next-gen defense capabilities, outpacing combat tanks and long-range missiles. To finance defense spending, Merz secured a substantial fiscal package before taking office, potentially hinting at a shift in EU spending policies.

In Warsaw, Merz expressed reservations about shared borrowing for defense spending, as proposed by Poland, though he didn't completely rule it out. However, he suggested military spending could be exempt from binding fiscal rules in the EU, following Germany's lead.

ROCKY BEGINNINGS

Merz's initial steps have been rocky, with a failed parliamentary confirmation attempt casting a shadow on his coalition of conservatives and Social Democrats. Nonetheless, Merz expressed his intention to ensure a unified German voice on the global stage, signaling a break from the disjointed policies of the Scholz government.

For the first time in years, the chancellery and the foreign ministry will be controlled by the same party under Merz, and he plans to institute a national security council within the chancellery to coordinate foreign, development, and defense policies. "I'd hope for some common leadership in Europe," a Polish government source told Reuters. "Germany has been somewhat absent from these discussions."

Merz also mentioned his intentions to discuss stricter European migration policies with Macron and Tusk. The newly formed coalition has agreed to deter asylum seekers at Germany's land borders, but aims to coordinate closely with neighboring countries to alleviate concerns.
