Lisbon's Electoral Program Unveiled: Moedas Promises Job Creation, Urban Development, and Police Reinforcement

Carlos Moedas, the social democrat and current president of Lisbon's municipality, presented the electoral program of the PSD/CDS-PP/IL coalition, named 'For You, Lisbon', at the Centro Cultural de Belém. The event, attended by ministers of the current PSD/CDS-PP government, Teresa Morais, vice-president of the Assembly of the Republic, Leonor Beleza, vice-president of PSD, and João Cotrim de Figueiredo, former leader of IL and presidential candidate, was met with applause from a packed room with hundreds of people.

The electoral program presented by the PSD/CDS-PP/IL coalition includes 15 measures, with a focus on job creation, urban development, and police reinforcement. One of the key measures is the Unicorn Factory project, which aims to create 30,000 jobs over the next four years.

In terms of urban development, Moedas proposed a new city development project in Vale de Santo António and Vale de Chelas, spanning approximately 250 hectares. This development will focus on housing, with plans to provide 710 homes for young people in historic neighborhoods. Additionally, a new model of urban hygiene management is proposed, with the resumption of differentiated waste collection six days a week, instead of the current three.

Moedas also highlighted the fight against climate change, promising to invest in the renovation of the Monsanto Forest Park, the Papa Francisco Park, and the rehabilitation of the Tapada das Necessidades.

Regarding public safety, Moedas expressed concern about the increase in sexual violence in Lisbon and requested more police reinforcement. He appealed to the government for at least 100 more municipal police and 500 PSP, citing the loss of 1,300 police officers and 200 municipal police officers in the last 15 years. He also proposed increasing community policing zones, betting on night guards, and reinforcing video protection cameras.

In terms of taxes, Moedas promised to return 5% of IRS to Lisbon residents (the maximum allowed by law). He also stated his intention to reduce 'at least by half' the 476 municipal taxes.

The current municipal executive includes seven members from the 'Novos Tempos' coalition and seven from the 'Mais Lisboa' coalition, with two members from the CDU and one from the BE. However, there is no specific public information available about the individuals running in the next municipal election in Lisbon.

The upcoming local elections in Lisbon will feature candidates from PSD/CDS-PP/IL (Carlos Moedas), PS/Livre/BE/PAN (Alexandra Leitão), CDU-PCP/PEV (João Ferreira), Chega (Bruno Mascarenhas), Nova Direita (Ossanda Liber), Volt (José Almeida), ADN (Adelaide Ferreira), PPM/PTP (Tomaz Ponce Dentinho), and RIR (Luís Mendes).

The electoral program also includes the creation of the Cultura na Rua program, which aims to increase art and spectacles in public spaces. Moedas also plans to end zero licensing, a policy that has been criticized for hindering the development of small businesses.

The drainage tunnel, a long-awaited infrastructure project, is set to start in 2023, according to Moedas, not in 2018 or 2015 as previously suggested.

The speech by Moedas lasted over 30 minutes, outlining a comprehensive plan for the future of Lisbon. The presentation was a clear indication of the coalition's commitment to addressing the city's challenges and improving the quality of life for its residents.
