Scent of the "Old West": G7 Summit Skirts US Conflict - G7 Summit sidesteps disagreement with U.S. actions

Amidst the storm brewed by President Donald Trump, the economically mighty Western democracies have managed to reach compromises, particularly on the contentious issue of Ukraine policy. Mélanie Joly, Canada's Foreign Minister, shared on the G7 Foreign Ministers' meeting's sidelines that "all seven foreign ministers agree to the US proposal for a ceasefire, which is supported by the Ukrainians." They are now keeping a watchful eye on Russia's reaction.

The joint final declaration, obtained by the German Press Agency, reveals that Marco Rubio, the US Secretary of State, despite Trump's shift in Ukraine policy and affinity towards Russian President Vladimir Putin, reiterates Ukraine's territorial integrity. "The G7 members reaffirm their unwavering support for Ukraine in defending its territorial integrity and its right to exist, as well as its freedom, sovereignty, and independence," the declaration states.

Rubio was cautious not to use harsh words against Moscow

The US's endeavors to cease hostilities in the Ukraine war are appreciated in the declaration - these are a "crucial step towards a comprehensive, just, and lasting peace in line with the Charter of the United Nations."

Joly underlined the strong unity on multiple issues. However, whether the West's potential splintering due to Trump can indeed be averted remains questionable, given Trump's unpredictable policies. Apart from Canada and the USA, Germany, Britain, France, Italy, and Japan form part of the group. The G7 heads of state and government are scheduled to meet in Canada in mid-June.

For a while, it was unclear if there would be a joint final document, as Rubio announced that he would not support harsh language towards Moscow.

The Middle East: Two-state solution overlooked

In the Middle East conflict, the group demands the release of all hostages in Gaza and the return of the deceased's remains. Given the halt of aid deliveries by Israel, the G7 calls for "unhindered humanitarian aid for Gaza and a lasting ceasefire." On US pressure, the two-state solution advocated by European and Arab states is not mentioned.

However, the ministers emphasize "the need for a political horizon for the Palestinian people" and voice concern about escalating tensions and hostilities in the West Bank. The two-state solution refers to an independent Palestinian state coexisting peacefully with Israel.

How did the negotiations unfold?

Notably, Rubio was absent from the joint G7 actions on the sidelines of the meetings. Rubio was not present at a reception hosted by Joly on Wednesday evening, where marshmallow sandwiches were served.

Rubio was also absent on Thursday afternoon. While most of the group relished a local specialty on the hotel terrace overlooking the St. Lawrence River - "Maple Taffys," snow-cooled maple syrup on a stick - Rubio, it seems, was missing. Photos were snapped of German Foreign Minister Annalena Baerbock (Greens) harmoniously united with Joly, David Lammy (Britain), Jean-Noël Barrot (France), and the EU's High Representative Kaja Kallas.

G7 Risking Diplomatic Faux Pas: Rubio's Absence

Sources circulating in Charlevoix suggest that Rubio sought to avoid appearing in friendly photos with his colleagues, fearing their cheerful gestures might anger his boss, Trump, in light of the conflicts he is developing. After a "lengthy conversation" with Rubio, Joly expressed, "We will exert maximum pressure on the Americans while searching for solutions, as we understand that Trump's tariffs will eventually harm the Americans." The group agreed not to let disagreements hinder them from finding common ground on other issues. Joly concluded, "We know we live in a dangerous world."

Canada Readies for Pressure: Trump's Threats to Annex

Trump has consistently referred to Canada as the "51st state" and fanned fears of annexation with his trade war and tariffs. The outgoing Prime Minister Justin Trudeau cautioned of potential economic devastation from U.S. tariffs, with Canada responding with a boycott of U.S. products.

Joly: Trump's Attacks Not a Joke

Joly voiced her concerns over Trump's threats to Canada, stating, "Many of our G7 colleagues thought the issue was still a joke and should be taken with humor. But I told them: This is not a joke. Canadians are worried."

Looking to Europe and Trump's "America First" stance, Joly said Canada aspired to forge new partnerships worldwide, moving towards the European Union and Britain due to historical ties. However, Canada recognizes the necessity of diversifying its economy in the face of looming U.S. tariffs.

A Sartorial Symbol: Baerbock and Kallas' Fashion Statement

The hosts were charmed by a fashion message from Baerbock and EU foreign affairs chief Kaja Kallas, who appeared in solidarity with the ally, dressed in Canada's national colors of red (Kallas) and white (Baerbock). "It was a fantastic fashion statement," Joly cheered.

  • The European Union, in its commitment to fight against terrorism, expressed support for the ceasefire agreed upon by the G7 members, including the United States, in regards to the Ukraine conflict, while keeping a watchful eye on Russia's reaction.
  • In the Middle East conflict, the G7, led by US Secretary of State Marco Rubio, called for the release of all hostages in Gaza, the return of the deceased's remains, and a lasting ceasefire, while omitting the advocated two-state solution due to US pressure.
  • Despite his absence from certain G7 actions, US Secretary of State Marco Rubio was present throughout the negotiations, and, despite Trump's shift in Ukraine policy and affinity towards Russian President Vladimir Putin, reiterated Ukraine's territorial integrity in the joint final declaration.
