Germany's Defense Minister Proposes Ambitious Plans for Bundeswehr Modernization

Defense Minister Boris Pistorius has unveiled a comprehensive plan to restructure and modernize the Bundeswehr, Germany's armed forces, in response to the changing geopolitical landscape, particularly in light of Russia's invasion of Ukraine.

The proposed reforms aim to transform the Bundeswehr into a strong, NATO-capable force, capable of meeting current and future security challenges. Key elements of the plan include:

  1. Budget Increase: Germany plans to raise its defense budget to around €83 billion in 2026, a €20 billion increase compared to 2025. The aim is to eventually spend 3.5% of GDP on defense by 2029, in line with NATO targets.
  2. Equipment Procurement: Orders for significant new equipment are planned, such as 20 Eurofighter jets, up to 3,000 Boxer armored vehicles, and 3,500 Patria infantry fighting vehicles. Additional purchases include more IRIS-T air defense systems and several hundred SkyRanger drone defense platforms.
  3. Leopard 3 Tank Development: Plans to develop and introduce the Leopard 3 tank by 2030 represent a key modernization of the armored forces, aiming to replace older Leopard 2 tanks with a more advanced platform incorporating cutting-edge technologies.
  4. Structural and Strategic Alignment: The Bundeswehr is undergoing a paradigm shift towards state and alliance defense, emphasizing readiness for sustained operations in high-intensity conflict scenarios. This includes reorganizing logistics structures, reactivating depots to expand material storage capacity, and expanding personnel and equipment to enable prolonged operations under difficult conditions.
  5. Germany as NATO Logistics Hub: Recognizing Germany’s strategic location, the Bundeswehr is building a powerful logistics network to support rapid deployment and sustainment of allied forces on NATO’s eastern flank. This involves close cooperation with civilian infrastructure providers to facilitate military movements and support.

In addition, Pistorius's plan emphasizes a focus on military readiness and preparedness, military education and training, cyber defense, joint operations with allies, increased digitization, a rapid reaction force, and a review of military personnel numbers.

The relaxation of the debt brake to facilitate higher defense spending has sparked debates in the Bundestag and society. However, the proposed reforms align with the German Defense Ministry's current strategic direction under Pistorius's leadership as Defense Minister.
