In a significant development, German politician Friedrich Merz has emphasised the importance of Europe staying united during these challenging times, as preparations for an upcoming summit are underway. The summit, scheduled for the next two weeks, aims to address the ongoing conflict in Ukraine and explore potential solutions [1].
Merz expressed satisfaction with the consultations between Europeans and US President Donald Trump, stating that they exceeded his expectations [1]. One of the key points discussed was the provision of joint security guarantees if a peace agreement is reached [1]. The US has shown willingness to offer such guarantees, but the extent of European participation, including whether binding decisions on the mandate may be required, remains to be discussed [2].
Merz stressed that Ukraine should not be forced to cede territory and that decisions on territory must be made by Ukraine itself during negotiations [1]. He also highlighted the need for close coordination among the participants to successfully advance the peace initiative [1].
In a striking analogy, Merz compared the Russian demand that Kyiv give up the free parts of the Donbass to suggesting that the USA should give up Florida [3]. This underscores the gravity of the situation and the need for a diplomatic and respectful approach to resolving the conflict.
The potential deployment of peacekeeping troops in Ukraine has not yet been decided [4]. However, the security guarantee could include the armament of Ukraine, air defense, a possible military presence, and monitoring [5]. US Secretary of State Marco Rubio is expected to work out the details of these security guarantees with the security policy advisors of the Europeans [6].
The upcoming EU summit will provide an opportunity for other Europeans to be informed about the consultations [7]. Meanwhile, a video conference of the "coalition of the willing" (32 Ukraine supporters) is scheduled for today, Tuesday [8].
Despite the promising discussions, Merz cautioned that peace in Ukraine will not immediately follow the talks [9]. He emphasised that the whole of Europe should participate in these security measures and that a ceasefire in Ukraine must be in place before any high-level negotiations can take place [1]. The success of the upcoming summit will depend on the willingness of all parties involved to engage in open and honest negotiations and to respect the sovereignty of Ukraine.
