Forty-one people face charges in the extensive bribery and fraud scandal involving the Phúc Sơn Group, a significant financial case.
HÀ NỘI - The Supreme People's Procuracy of Việt Nam has initiated legal proceedings against 41 individuals, including Nguyen Van Hau, the Chairman and General Director of the Phuc Son Group JSC, in connection with severe violations surrounding the Phuc Son Group and associated entities. These offenses are said to have caused financial harm of approximately 1.16 trillion VNĐ (US$44.6 million) to the State.
Known in certain circles as "Hau Phao," Nguyen Van Hau faces allegations of bribery, violating bidding regulations with severe consequences, and accounting irregularities with severe outcomes under Articles 364, 222, and 221, respectively, of the Penal Code.
Nine former officials from Vinh Phuc and Quang Ninh provinces are also implicated, having been charged with accepting bribes. Eight others, including ex-officials from Vinh Phuc and Phu Tho provinces, a former official from the Ministry of Natural Resources and Environment, and the Director of Nam Ha Resources and Environment Consulting JSC, are accused of abusing power or position while performing official duties.
In total, 17 individuals have been charged with violating bidding regulations with severe consequences, five with accounting violations with severe consequences, and one with abusing influence to seek personal gain.
According to the prosecution, Nguyen Van Hau, either personally or through collaborations with subordinates or partner entities, has engaged in unlawful activities during various projects and procurement packages across Vinh Phuc, Quang Ninh, and Phu Tho provinces. These actions have reportedly caused significant financial damage to the State, amounting to over VNĐ504 billion from accounting violations, VNĐ204 billion through unlawful land valuation adjustments, and VNĐ459 billion from bidding irregularities.
The scandal has resulted in disciplinary and legal action against multiple local officials involved. For instance, Nguyen Van Hau, colloquially known as "Hau Phao," is said to have bribed former officials in Vinh Phuc Province to secure influence and ensure that his company was appointed as an investor for various projects. These officials are alleged to have abused their positions to facilitate land allocations and project adjustments in favor of Hau's company [1][2].
