A Call for Improved Defense Mechanisms

Germany's Interior Minister, Alexander Dobrindt, has raised concerns about the increasing threat of hybrid warfare—sabotage and espionage—and announced plans to bolster defense mechanisms, especially relying on Artificial Intelligence (AI). Speaking to the Funke Media Group newspapers, Dobrindt suggested that AI should play a more significant role in countering these threats within the intelligence services.

Rapidly Growing Threat Landscape

Dobrindt pointed out that attacks on infrastructure, civilian targets like energy supply and rail networks, as well as military targets, are becoming more frequent. To combat these hybrid threats, the Interior Minister announced plans to equip security authorities with "strong financial resources."

Domestic Intelligence Agency Warns of Foreign Sabotage

Germany's domestic intelligence agency also expresses ongoing concerns about hybrid threats from nations such as Russia and China. Vice President Sinan Selen recently stressed the importance of improved protection against sabotage and espionage carried out by state, semi-state, and private actors.

Suspected Sabotage Incidents

Recent months have seen a series of suspected sabotage incidents, including attacks on German warships, packages containing incendiary devices, and arson attacks on a furniture store in Lithuania and a shopping center in Poland. While identifying the responsible foreign intelligence service in each case can prove challenging, Selen suggest the frequency of these events is hard to ignore.

Russia's Intensifying Hybrid Attacks

Russia has come under increasing scrutiny for its hybrid operations, with over 40 reported incidents across Europe in 2024. According to a study by the Dutch University of Leiden, Russia is responsible for significant damage to European energy and telecommunications infrastructure as well as threats to public utilities posing risks to thousands of lives.

Preparing for Long-term Hybrid Threat Defense

Gerhard Conrad, a former agent of the German Federal Intelligence Service, advised that Germany and Europe needed to prepare for long-term defense against hybrid threats. Conrad highlighted the importance of developing a large workforce, numerous technical and legal tools, and the ability to recognize attack structures early on.

AI in the Mix: Reinforcements for Sabotage Defense

The Interior Ministers' Conference, taking place in Bremerhaven on June 11th, focuses on improving defense against hybrid attacks. A draft of the resolution suggests that measures against sabotage, espionage, and disinformation should be more targeted and efficient, hinting at the potential involvement of AI in these initiatives. The EU's strategic objective to enhance defense capabilities, although not explicitly linked to AI use, may indirectly influence Germany's approach to AI integration.
